In addition to the expertise that housing counseling agencies have in helping consumers obtain and maintain housing, we need to be able to respond rapidly when disaster strikes to serve survivors in need of assistance.
How does my organization create a plan to prepare for and respond to a disaster? What activities and services will my agency engage with after a disaster strikes? Who are the partners and allies before, during and after a disaster? These questions among many others will be answered in this training. Housing counselors need to respond rapidly when disaster strikes to serve survivors in need of assistance. This disaster response training will help housing counseling agencies develop plans to be a local community first responder and a trusted community resource for previous clients and others impacted by disaster. This training provides a step – by – step guide for housing counselors to use as they create disaster response action plans that are responsive to their location and unique needs.
Objectives - This training provides:
- Determine how to reach survivors in your community to connect them to available services and get them back on the road to housing recovery
- Devise ways to engage a community to develop uniformed messaging and materials that can reach even challenging demographics such as the elderly, disabled, LEP individuals, and those in non-permanent housing.
- Identify potential barriers that occur post disaster and create processes to overcome them, thereby enabling low- / moderate-income consumers to develop an action plan that will result in having access to safe, stable and affordable permanent housing.
Disaster Response Services Program Design and Management
- Discuss the activities that a HUD approved housing counseling agency can deliver under a Housing Counseling Agency Disaster Program.
- Describe how to structure and offer one-on-one counseling, group education, foreclosure prevention, insurance claims and reimbursements, and other customized services.
- Create a system and processes to assist disaster survivors to access local, state or federal disaster funding.
- Explain the administrative cost and reporting considerations associated with running the program.
Review and Updates
- Understand the delivery model for CDBG-DR funds.
- Review and explain all of HUD’s Housing Counseling Disaster Recovery toolkits.
- Take a deep dive into new foreclosure prevention opportunities post disaster
- Insurance claims processing and the connection between consumer insurance reimbursement and access to disaster funding.
